Leuven can't keep up with fines' admin

The City of Leuven is having trouble keeping up with the work required to process the large number of anti-social behavior fines it issues. To address this it has enlisted the services of a private company to send out the fines. Thanks to CCTV technology more and more people are being caught committing acts of anti-social behaviour.
